About this brochure. The Australia Edition is a jurisdiction pack of the PADMA™ Legal Intelligence Platform, covering Australia's Commonwealth government, its six states and two self-governing mainland territories, and the courts, tribunals, and regulators that operate at each level. PADMA derives its name from the Sanskrit word पद्म, meaning lotus. PADMA Legal provides legal-intelligence and workflow support; it does not provide legal advice, and lawyer review is required before relying on any PADMA-generated work. For the full narrative behind every page, see the Detailed Companion Guide.

Commonwealth, State & Territory Legal Intelligence Federal Jurisdiction · State & Territory Law · Courts · Tribunals · Regulators
PADMA derives its name from the Sanskrit word पद्म, meaning lotus. The lotus represents knowledge, clarity, resilience, integrity, and transformation. PADMA also represents Personalized, Agentic, Digital, Multi-modal AI.
PADMA—पद्म in Sanskrit—means lotus, connecting the platform's name directly to the Lotus Cloud brand and to the qualities the lotus represents: knowledge, clarity, resilience, integrity, and transformation. Lotus and Padma name the same identity.
The Australia Edition is a focused Jurisdiction Pack within the PADMA Legal platform. It organizes research, drafting, and matter workflows around Australia's federal system of Commonwealth, state, and territory government, together with the courts, tribunals, and regulators that operate at each level.
Every capability remains lawyer-controlled. PADMA Legal assists licensed legal practitioners with research, analysis, and drafting; it does not replace the judgment of a solicitor, barrister, in-house counsel, or the courts and tribunals of Australia.

Australia is a federation of a Commonwealth government, six states, and two mainland territories, each with its own legislature, courts, and regulators. PADMA Legal is designed to help qualified legal practitioners navigate that complexity — not to simplify away the care it requires.
Federalism & constitutional structure
The Australian Constitution divides law-making power between the Commonwealth Parliament and the states; determining which level of government governs a matter takes deliberate analysis.
Six states, two territories
Each state and territory maintains its own parliament, courts, and administrative bodies; they are not interchangeable, and self-governing territory arrangements differ from state arrangements.
Common-law tradition, Commonwealth codes
Australian law operates within the common-law tradition, with significant areas — corporations, migration, taxation, competition and consumer law among them — codified at the Commonwealth level.
Court and tribunal hierarchy
The High Court of Australia, the Federal Court, the Federal Circuit and Family Court, state and territory Supreme Courts, and a wide range of administrative tribunals each occupy distinct roles.
Administrative review reform
The Administrative Review Tribunal replaced the former Administrative Appeals Tribunal in 2024; practice on transitional matters requires current, verified guidance.
Regulator-specific authority
Commonwealth, state, and territory regulators each hold distinct rule-making and enforcement powers within their own domains.
Commencement & amendment tracking
Acts, regulations, and legislative instruments take effect on varying schedules that must be confirmed against official sources.
Indigenous law & native title
Aboriginal and Torres Strait Islander legal traditions, native title, treaty-related developments, and cultural heritage matters sit alongside Commonwealth, state, and territory law and require matter-specific, jurisdiction-qualified review.
Professional-review requirements
Every conclusion ultimately depends on review by a qualified Australian solicitor or barrister.
PADMA Legal organizes every Australian matter around a single structure — the Matter Spine — so that research, drafting, and decisions stay connected to the authority that governs them.
For Australian matters, the spine keeps each activity tied to the applicable court, tribunal, or regulator; the Commonwealth, state, or territory context; the supporting evidence; the firm's playbook; and the solicitor or barrister of record accountable for the outcome.
1
Permissions
Who is authorized to see and act on this matter.
2
Jurisdiction
Commonwealth, state, or territory; which court, tribunal, or forum applies.
3
Evidence
The documents and facts a conclusion is grounded in.
4
Playbook
The firm or department policy that governs the work.
5
Legal Work
Research, analysis, and drafting performed on the matter.
6
Lawyer Decision
The final professional judgment of the responsible solicitor or barrister.
7
Audit
A traceable record of what happened and why.
Because the Matter Spine travels with the work, nothing PADMA Legal produces for an Australian matter floats free of its permissions, its jurisdiction, its evidence, or the legal practitioner who is accountable for it.
PADMA Legal is built around the structure of the Australian legal system, so research and drafting stay anchored to the correct level of government and authority.
Constitutional foundation
The Commonwealth of Australia Constitution Act
Division of powers between the Commonwealth and the states
The Commonwealth Parliament and federal Acts
State and territory parliaments and their legislation
Legal tradition
Common law across all states and territories
Significant Commonwealth codification (corporations, migration, tax, competition and consumer law)
State and territory statutory modification of common-law doctrine
Courts & tribunals
High Court of Australia
Federal Court of Australia and Federal Circuit and Family Court of Australia
State and territory Supreme Courts and lower courts
Administrative Review Tribunal and state/territory tribunals
Local government & regulators
Local government by-laws and planning schemes (as delegated by state/territory law)
Commonwealth, state, and territory administrative agencies
Self-regulating professional and industry bodies
ⓘBoundary note. Aboriginal and Torres Strait Islander legal traditions, native title, treaty-related developments, cultural heritage matters, and Aboriginal and Torres Strait Islander rights form distinct bodies of law and governance, separate from Commonwealth, state, and territory statute law. PADMA Legal's Australia Edition does not treat these matters as a single automated category; any matter touching native title, cultural heritage, or Indigenous rights requires matter-specific jurisdiction mapping and review by counsel qualified in that area.

Migration Law & Global Mobility — [Pilot Capability]
PADMA Legal does not determine visa eligibility, select a visa pathway, prepare or lodge an application autonomously, provide migration advice, create a solicitor-client relationship, guarantee an outcome, or replace an Australian legal practitioner or registered migration agent. Every migration matter requires current official-source verification and review by an appropriately authorized professional.
ⓘPADMA Legal does not claim complete implementation of every domain listed. Commonwealth-controlled subjects (corporations, migration, taxation, competition and consumer law) draw on a single national framework; property, planning, construction, family-property, and estates matters depend on the applicable state or territory and carry [Jurisdiction Validation Required] status. Each domain's status label reflects its current readiness; lawyer review applies to all outputs.

ⓘAustLII is a valuable independent legal-information resource used widely across the Australian legal profession. It is not an official government source, and PADMA Legal does not present it as one.
Within a controlled pilot, PADMA Legal can support qualified legal practitioners working through an Australian legal issue end to end — always concluding in professional review, never in autonomous advice.
⚠Notice. PADMA Legal may support structured legal issue identification, source-grounded research, fact-to-element analysis, authority comparison, and review-ready drafting. It does not provide autonomous legal advice, does not create a solicitor-client relationship, and does not replace review by a qualified Australian legal practitioner.
PADMA Legal brings Australian contract, litigation, and compliance work into a single governed workspace, from clause review through discovery and audit trail.
