The PADMA Vision & India Edition
PADMA derives its name from the Sanskrit word पद्म, meaning lotus. The lotus represents knowledge, clarity, resilience, integrity, and transformation. PADMA also represents Personalized, Agentic, Digital, Multi-modal AI.
PADMA—पद्म in Sanskrit—means lotus, connecting the platform's name directly to the Lotus Cloud brand and to the qualities the lotus represents: knowledge, clarity, resilience, integrity, and transformation.
The India Edition is a focused Jurisdiction Pack within the PADMA Legal platform. It organizes research, drafting, and matter workflows around India's central and state legal structure, its courts and tribunals, and the transition from legacy criminal statutes to the current framework.
Every capability remains lawyer-controlled. PADMA Legal assists qualified professionals with research, analysis, and drafting; it does not replace the judgment of an advocate, in-house counsel, or the courts and regulators of India.

India's Legal-Intelligence Challenge
India's legal system is vast, layered, and fast-changing. PADMA Legal is designed to help qualified professionals navigate that complexity — not to simplify away the care it requires.
Central & state distinctions
Legislative competence is divided across Union, State, and Concurrent lists.
Multiple courts & tribunals
Supreme Court, High Courts, district courts, and specialized tribunals each carry distinct jurisdiction.
Current & legacy criminal frameworks
The 2023 criminal-law overhaul runs alongside legacy-era matters still working through the system.
Statutes, rules & notifications
Central Acts, state amendments, rules, and gazette notifications change frequently.
Case-law volume
A large and growing body of Supreme Court and High Court decisions requires careful, current research.
Contract & regulatory complexity
Commercial work spans multiple regulators and overlapping compliance regimes.
Source verification
Confirming the current, in-force version of a provision takes deliberate effort.
Multilingual legal material
Legal material appears in English and in regional languages across jurisdictions.
Professional-review requirements
Every conclusion ultimately depends on a qualified professional's review.
The PADMA Matter SpinePage 04 / 14

PADMA Legal · India Edition
The PADMA Matter Spine
PADMA Legal organizes every India matter around a single structure — the Matter Spine — so that research, drafting, and decisions stay connected to the authority that governs them.
For India matters, the spine keeps each activity tied to the applicable court or tribunal, the central-or-state jurisdiction, the supporting evidence, the firm's playbook, and the advocate of record accountable for the outcome.
1
Permissions
Who is authorized to see and act on this matter.
2
Jurisdiction
Central or state; which court, tribunal, or regulator applies.
3
Evidence
The documents and facts a conclusion is grounded in.
4
Playbook
The firm or department policy that governs the work.
5
Legal Work
Research, analysis, and drafting performed on the matter.
6
Lawyer Decision
The final professional judgment of a qualified advocate/attorney.
7
Audit
A traceable record of what happened and why.
Because the Matter Spine travels with the work, nothing PADMA Legal produces for an India matter floats free of its permissions, its jurisdiction, its evidence, or the lawyer who is accountable for it.

PADMA Legal · India Edition
Current & Legacy Criminal-Law Intelligence
India's criminal-law framework changed substantially in 2024. PADMA Legal supports research across both the current statutes and the legacy framework they replaced — the applicable law for a given matter depends on the facts, and that determination requires professional judgment.
The BNS, BNSS, and BSA became enforceable on July 1, 2024.
Current Framework (in force)
Bharatiya Nyaya Sanhita, 2023 (BNS)Replaces the Indian Penal Code, 1860 for conduct within its commencement.
Bharatiya Nagarik Suraksha Sanhita, 2023 (BNSS)Replaces the Code of Criminal Procedure, 1973 for proceedings within its commencement.
Bharatiya Sakshya Adhiniyam, 2023 (BSA)Replaces the Indian Evidence Act, 1872 for matters within its commencement.
Legacy & Transitional Research
Indian Penal Code, 1860 (IPC)Remains relevant for conduct and matters predating the transition, and for legacy proceedings.
Code of Criminal Procedure, 1973 (CrPC)Remains relevant for procedural questions tied to legacy-era proceedings.
Indian Evidence Act, 1872Remains relevant where evidentiary questions arise under legacy-era proceedings.
Applicable law can depend on:
Date of alleged conduct
Date and nature of proceedings
Transitional and savings provisions
Jurisdiction
Procedural posture
Amendments and notifications
Qualified professional interpretation
ⓘPADMA Legal does not describe the IPC, CrPC, or Indian Evidence Act as the sole current framework. Determining which framework applies to a specific matter requires qualified professional analysis of the facts, dates, and procedural posture involved.
PADMA Legal's India coverage spans core civil, commercial, and regulatory domains at varying stages of readiness. Status labels indicate what is available today versus planned.
ⓘPADMA Legal does not claim complete implementation of every domain listed. Each domain's status label reflects its current readiness; attorney review applies to all outputs.
